Administrative Message July 7, 2004 To: Faculty and Staff, UC Santa Cruz From: Larry Merkley, Vice Provost, Information Technology Services Re: Reorganization of IT Services on UC Santa Cruz campusI am pleased to announce the first formal steps toward the reorganization of IT services on the UC Santa Cruz campus. This reorganization will result in IT services being delivered in a consolidated, customer-oriented environment. The history of the IT Transformation Program (that began in July 2003) can be found on the ITS web page, http://its.ucsc.edu/transformation. The IT Transformation Program (ITTP) presented a briefing on the new IT client-focused, services-based delivery model to the campus Executive Budget Committee (EBC) on June 24, 2004. I have now been authorized by Campus Provost/Executive Vice Chancellor Delaney and the EBC to proceed with this first phase of implementation. With this announcement, I seek applications from interested campus employees for five of the six senior IT management positions that will lead this new organization. With the exception of the Application Solutions position, all the positions are available and seeking interested applicants. Once completed, this first phase of the reorganization will cause the dissolution of the CATS (Communication and Technology Services) organization. At that time, units now within CATS will be assigned to appropriate directors in the new organization. With that, Pat LeCuyer's role as Assistant Vice Chancellor, CATS, will also end. Pat's new role in the organization will be Director, Application Solutions. As well, and at least on an interim basis, IT Business Operations under the leadership of Magge McCue will continue to report to Pat. ITTP was not asked to consider how services provided by the Instructional Computing and Media Services units within IT would align with the structure of the new organization. Accordingly, and until we have considered how to effectively align instructional and media support in the new organization, these two units will report directly to my office. The effective date for these changes to the organization will be announced in early Fall after the posted managerial positions are filled. IT MANAGEMENT STRUCTURE One of the outcomes of the ITTP process was the development of a first tier organization structure reporting to the Vice Provost, Information Technology Services, together with proposed functional areas associated with the respective directors. At this stage in the implementation process, it is important to view the units that report to the directors as conceptual groupings of functions. Once the directors are named, we will develop the scope and reporting relationships for these units. Here, for your information, is a summary of the six management positions. Director, Client Relationship Management (CRM) - this position will be responsible for managing all aspects of IT's working relationships with its clients to render high quality service delivery and to maximize client satisfaction. The Director of Client Relationship Management's responsibilities will include: 2. Director, Information Technology Services - this position will oversee the design, implementation and delivery of a defined set of IT Services (IT Service Catalog) to clients. The Director will manage a team of IT Service Managers who have responsibility for the design and delivery of specific IT Services for clients at agreed upon service levels and costs. 3. Director, Core Technologies - this position will be responsible for managing all consolidated IT systems resources and for providing a secure and stable computing environment for the campus. The Director of Core Technologies' responsibilities will include: The Director, Application Solutions' responsibilities will include: 5. Director, Program Management - this position will be responsible for overseeing the management of all IT Programs and Projects, developing project management methods and standards, and fostering the development of strong project management competencies throughout the IT organization. 6. Director, IT Strategy & Planning - this position will be responsible for defining and managing the IT planning process and ensuring its alignment and integration with campus and divisional strategy and priorities. This position has also been referred to as the key individual responsible for portfolio management. As we work our way through the implementation phase, I believe that this organization will: 1. Be client-focused: Two new departments introduce direct and formal relationships with all campus clients and organizations. Client-focused departments will improve the consistency and predictability of IT client service levels across the campus. We intend to create a dynamic IT organization that can respond effectively to changing client needs and priorities. An expanded and service-driven help desk will be staffed by professionals who are customer focused and knowledgeable about IT services. 2. Provide expanded technology support: As servers are consolidated, clients will have access to centrally provided storage and backup services. We will also be better equipped to address our growing security concerns. Applications Solutions will provide web services support for departments and the ongoing development of small to enterprise level applications. 3. Align with campus priorities: Working with a new governance and funding model, the campus will be positioned to manage IT costs by choosing services and service levels that directly address our strategic priorities. As well, and in response to campus budget pressures, consolidation will reduce costs through desktop and server consolidation. THE PROCESS Only individuals who are current UC Santa Cruz employees are eligible to apply. Applications should be submitted to Staff Human Resources by the initial review date, which is July 26, 2004. Please include a resume and letter of interest. A selection committee has been appointed and charged with determining the best candidates for the positions. I chair the committee. The other committee members include: Celena Allison, Manager, Consulting Services, Staff Human Resources; Charlie McDowell, Professor, School of Engineering; Charlotte Moreno, Assistant Campus Provost; Terry Schalk, Associate Dean, Division of Physical & Biological Sciences; and Christina Valentino, Associate Vice Chancellor, Business & Administrative Services. This committee has met and will be developing procedures for managing this important selection process. The work of planning a transition toward a full implementation of consolidated IT services has already begun. Once appointed, the IT Management Team will complete and implement this plan, which will include at least the following components: 1. Develop a process to identify and select the managers who will report to the directors. Clarify roles and responsibilities, and provide an expanded organization chart. 2. Working with the IT & Business Transformation Executive Committee, identify those individuals who will become part of the new IT organization. Develop a process that will align skills and interests of all these people with roles and positions in IT. 3. Develop and obtain agreement about a funding model for the first year of operation for this new organization, as well as a sustainable funding model for future years. 4. Through a series of meetings with campus units, identify IT services that must be maintained and developed by IT. Develop service agreements with these units. 5. Develop an implementation sequence plan that identifies the order in which units and/or functions will be transferred. CLOSING COMMENTS This has been a challenging year for everyone who has participated in the IT transformation project. There is understandable interest and some anxiety about how this reorganization will affect the people and services of our campus. I am very sensitive to these feelings and concerns. It is critical that any adjustment to IT on campus allow us to maintain and develop our access to and dependence on these essential aspects of our work life. I am determined that the new IT organization will exemplify and model a shared commitment to customer service in every respect. As we start this process, we end an era of dedicated and valued service to the campus from the CATS organization. On behalf of us all, I want to thank the hundreds of people who worked through the years to respond efficiently and with great dedication to meet changing and expanding campus technology needs. I want to particularly thank Pat LeCuyer who has most recently led the CATS organization through several challenging and stabilizing years. And, as chief operating officer for ITS, Pat has been a major source of strength and leadership through this year of preparation. I welcome his continued support as a senior manager in the new organization as he leads the Application Solutions group, while continuing to offer the wisdom and perspective that he has provided throughout his 25 years as an IT professional on this campus.
