Re: January Update on Governor's 2005-2006 Budget

Dear Colleagues:

As stated in recent news reports, Governor Schwarzenegger's budget proposal for 2005-06 honors the agreement reached last summer with the University of California. His support of this compact is very good news for UC and for UC Santa Cruz, particularly in light of the state's continuing struggle with a $9 billion budget deficit. After several years of severe and permanent reductions in the UC budget, the Governor's proposed budget plan provides increased funding to UC that would allow us to:

* Increase faculty and staff salaries, where applicable and subject to collective bargaining agreements

* Accept eligible students to accommodate demand

* Hire faculty to meet our academic priorities

The Governor's budget proposal is certainly good news for UC overall. However, it does not restore the loss of permanent funding imposed in recent years, and it does not address the budgetary needs that continued to grow during the three years of budget cuts. The budget proposal is coupled with increased student fees (8% for undergraduates; 10% for graduate students), increasing the cost to attend UC.

The release of the proposed budget is the first step in an extended budget process. The Governor's budget will now be considered by the California Legislature. In addition to encouraging legislators to approve the Governor's budget relevant to UC, the University's advocacy program also will be working to gain support to restore a proposed $17 million reduction in one-time funds that could affect funding for enrollments and academic preparation programs. Over the past ten months, we have gained an even greater appreciation for the unswerving commitment of staff and faculty, who continue to advance our campus' priorities despite severe budget reductions and many challenges. The campus increased our graduate student enrollment. We attracted a record number of undergraduate applications, resulting in admission selectivity. Faculty announced research breakthroughs across all disciplines. The campus achieved our highest level to date of fundraising, and total external research funding increased. Faculty and student housing expanded. You have continued to demonstrate the highest standards of excellence in every endeavor. Thank you for your contributions to these achievements--and thank you for your continued dedication to our academic enterprise.
