May 10, 2004 To: UCSC Managers and Supervisors From: Willeen McQuitta, Director, Staff Human Resources Re: New Web Site Supports Strategic Human Resource Planning and Campus ChangeDear Colleagues: Through the Executive Budget Committee (EBC) process, the campus has been and continues to be engaged in an evaluation of its programs, processes, and practices to improve services and operations as well as reduce costs. This evaluation and planning process is critical to strategically position the campus well into the future. However, with today's declining budget, it is also necessary to carefully address current staffing issues and mitigate as much as possible the impacts of budget reductions on our valued workforce. To support your unit planning and preparation during these times of organizational change and budget reductions, Staff Human Resources has created a new online reference tool entitled, Guidelines for Managing Employment Issues During Times of Change. This web tool is intended to provide guidelines for managing a variety of employment situations arising out of the EBC initiatives and permanent budget reductions. The pages include information about various options available to managers such as reorganizing or reallocating work, filling essential positions, technical information about the layoff process, and easy access links to all pertinent policies, procedures, and supporting guidelines. In addition, there is information about transition support services available to employees and training for managers, supervisors, and employees. The launch of this web site also highlights a change in practice to support individuals who have been impacted by layoff and have elected preference for reemployment. Effective immediately, employees with preferential rehire rights will receive individual notice of, and consideration for, all career vacancies for which they are eligible prior to posting a position.
